- Preheat your oven to 375°F (190°C) and grease a 9x13 baking dish with cooking spray or oil.
- In a bowl, whisk together sour cream, green enchilada sauce, diced green chiles, garlic powder, onion powder, salt, and pepper until smooth.
- Spread a thin layer of the sauce across the bottom of the greased baking dish.
- Layer four flour tortillas over the sauce, allowing them to slightly overlap.
